Sometimes there are such situations - you come home to Orion Сity after a long absence and there is no water in the apartment. This means that you have a debt to pay for water. This is why ASAT has blocked you from submitting it. As soon as you cover the debt the water will be given again. It is known from experience that after paying by post office Ptt an employee of the company comes to the complex within 2-3 hours and removes the block without your participation.  
There are different ways to pay for water:
1) take a receipt from the information service staff (security guards) in the complex and pay for it at the Ptt post office or at the Bank;
2) you can pay without a receipt by presenting the previous payment printouts or simply by giving the subscriber number;
3) by card online on the ASAT company's website at the link (you need to know the subscriber number of 9 digits which is specified in the payment receipt)
